Not unless you can convince the community that you understand why you were blocked and acknowledge evading the block by creating another account. It would also help if you learned how to use templates properly; you don't need to put curly braces around questions. Request reason:

I know I was block because I am sock puppet of 2006 December, but I really do have a brother on Wikipedia. I use two accounts because I wanted to have two accounts. I did not do this to disobey the editing blocks with the accounts. I usually have two accounts on every thing on the web.
