For the flag you did add more context, but rather than say "civil" make it "national flag" and since its the National flag i would suppose it should be on top rather than State flags which are only shown in Gov buildings and not international meetings, country, representations and such. I would disagree with your point since again i gave a thread in the talk page from Scholarly sources which have clearly distinguished the difference between the Lion of Judah as (state) and the "civil" flag as the National flag, this is according to Stanley Chojnacki, a Professor Emeritus, and Whitney Smith an expert on Vexillology. And in addition: Chapter VIII Article 124 of the 1955 Constitution has clearly said the "civil" flag is the flag of the Empire which is what National flags are. And to your point of it was used more than the civil flag, that is not what is presented according to These list of official images (Elizabeth II and Prince Phillp the Duke of Edinburg and Emperor Selassie visit, Queen Elizabeth II and Haile Selassie I, Haile Selassie state visit to Yugoslavia: Arrival ceremony for Haile Selassie I, Emperor of Ethiopia, 12:00PM | JFK Library, exc...) So the overwhelming evidence is that the plain, green, yellow, red flag was not only the National flag but the flag predominately used for official state visits of the head of state that being Emperor Haile Selassie.
