@Mgkrupa and MarkH21: Work on this draft seems to have stalled. Perhaps if it were back in article space it would not be quite as forgotten? Has it matured enough to do that? Does it just need a trim in certain parts? It seems fine to me if there are parts we think are helpful but that are just tagged as needing footnotes or something.
