Many references are newspapers such as South China Morning Post, which makes the definition less academic.

The second sentence of the first paragraph should provide a specific time rather than using the term "now". "It is a major component of housing in Hong Kong, with nearly half of the population now residing in some form of public housing."

Conclusion part should provide residents' satisfactory evaluation of the public housing to show the social impact.
