@M4V3R1CK32: Hi, I was surprised by your decline. Normally I would expect to see inline tags on each questionable source, if you scan down the linked page [1] you can see the inline tag options. Sorry, I may not have been sufficiently clear in my note on why the draft was rejected. The draft was rejected because it did not pass WP:GNG, specifically because it does not demonstrate that there is "significant coverage" of Colbert. The sourcing, generally, is okay to use to gather facts, but does not establish notability.
I'll break down each source and why I feel they do or do not contribute to notability.
  • Milwaukee Bronzeville Histories qualifies as significant coverage. However, it is not clear that this source fully meets the standard of a reliable source. It shares a remarkable likeness to a blog and appears to be published almost entirely by a single person. Kitonga Alexander may be studying for a Ph.D. in history, but does not meet the standard of subject-matter expert as established by WP:SELFPUB.
  • Abraham Lincoln Brigade Archive is a special interest group that is hyper focused on the Brigade. This short biography does not list an author; for those reasons, I am not inclined to think of this source as reliable to the standard required to establish notability.
  • Black Milwaukee mentions Colbert only briefly over the span of two-ish paragraphs and does not constitute significant coverage.
  • The State Assembly proceedings are a primary source and as such do not contribute to notability. Further, Colbert is mentioned only briefly and this source does not constitute significant coverage.
  • Journal-Times This is plainly a trivial mention. Colbert is in the news throughout Wisconsin during this time related to this fight for the seat, but mentions of him are limited outside this event. Does not qualify for notability under WP:SUSTAINED.
  • Wisconsin Blue Book This is plainly a trivial mention of Colbert and does contribute to notability. The Blue Book is also a primary source and as such does not contribute to notability.
  • Capital Times Only a small mention of Colbert in this source, and others like it. Versions of this snippet were repeatedly published by the State Journal and other papers in the state throughout early 1943. Together, they count as a single source for the purposes of notability (see WP:NEWSORG) and do not meet the standard of "significant coverage" when taken individually or together.
So of these seven sources, in my review, only one constitutes significant coverage, and even then, I am not wholly convinced that source (Bronzeville) meets the standard of a "reliable, secondary source" required by GNG. Therefore, the draft does not meet WP:GNG and was declined accordingly.

Countries are usually not linked. Read MOS:OL. Small ones like San Marino or Andorra, or the ones which can be mistaken like Slovakia and Slovenia maybe. But Bolivia is huge compared to those. Anyway, I have noticed I also linked New York City which per MOS:OL is also debatable before it ever becomes a GA. Just wanted to let you know my rationale. Paradise Chronicle, I understand, thank you for explaining. However per MOS:OL, "A good question to ask yourself is whether reading the article you're about to link to would help someone understand the article you are linking from" and this article had specified two different countries and cultures, which in my understanding breaks the context rules. However you had untagged Bolivia but then left the Switzerland tag. Either way, I am not convinced people in Switzerland know where Bolivia is, and visa versa; I am not sure people in Switzerland know where Bolivia is. FloridaArmy, Hey, I added some new citations and details. As far as I can they are very notable and need a Wikipedia article. His funeral home building could be it's own article, if it has some sort of historical designation(s). I did not elaborate on the building much.
