Perhaps in future, only new registrations should be blocked, rather than all activity from all accounts?

This IP is of a school proxy (or perhaps the entire state education department), and so of course there are some foolish students who vandalize things, but wouldn't it be better and simpler to (temporarily) block registrations in cases like this, so that existing users aren't affected?

Actually, I'd suggest that IPs like this be added to a list to require additional account verification criteria on registrations. Is this a possibility? Is there any appropriate or relevant WP policies or protocols for this?
