Declined, with reasons given by the reviewer. You can attempt to improve the referencing (the weakness identified by the reviewer) and resubmit, or abandon the draft. Josef has won significant awards. Also, there's a Norwegian page about him. Anyway, as I am connected to him, can I still edit the page directly??? What part is not in a neutral tone that I can change?

As long as you have clearly stated your connection on your User page (which you have), you can edit the draft directly. If it becomes accepted as an article, the guidelines are that you cease editing directly, and instead make specific recommendations for changes on the Talk page of the article.
