I think you are referring to https://commons.wikimedia.org/wiki/File:4_bit_counter.svg ? You may need to create an account at Commons, which is a separate web site from this one. On that page, click on the link for "Upload a new version of this file", and follow the instructions there. The thing you must not do is to change the "destination filename".
