Caught by a colocation web host block but this host or IP is not a web host. My IP adress is 103.209.254.68. Not a VPN. Super Dream 'shroom (talk) 02:50, 29 March 2023 (UTC)[reply]

Decline reason:

My standard response to everyone in this situation is that, since you are not blocked, I can't unblock you and thus this must be a procedural decline. And it's just not even worth the time to try to get the people who make the open-proxy blocks to lift them unless you know as much about the underlying networking as they do (I don't).

Now, normally I then go on to recommend that you go to WP:IPECPROXY and follow those instructions to request IP block exemption and bypass this whole problem. And certainly you still may. But if you do, I must warn you that the people there are generally favorable to accounts with some editing history. In your case, this account was created two days ago, after which you then created another one (for understandable reasons, but still ...) and the only edit with it is this request.
