Page protection is part of enforcement (such as when disruption starts). It is not feasible for admins to go around protecting every single possible article. But yes, the restriction applies to all articles or internal project discussions (until you reach 500 edits). You can still use the talk pages to make edit requests. Just something to be aware of.
