OriginalShirley Bassey in 1971. Bassey is a Welsh singer whose career began in the mid-1950s, best known for recording the theme songs to the James Bond films Goldfinger (1964), Diamonds Are Forever (1971), and Moonraker (1979).

I ask "Why does a picture of an artist at the height of her career need an impetus?" and you simply point to the EV criterion without explaining how "a picture of an artist at the height of her career" lacks EV.
