The carrier was incorporated August 1, 1913, under the general laws of the State of Illinois, for the purpose of constructing and operating a railroad from a point on the east bank of the Mississippi River in St. Clair County, Ill., opposite St. Louis, Mo., around and through East St. Louis, Ill., to a point on the east bank of the Mississippi River, in Madison County, Ill.
