Duluth, Winnipeg and Pacific Railway[edit]

Location and General Description of Property[edit]

The railroad operated by the Duluth, Winnipeg and Pacific Railway Company, herein called the carrier, is a single-track, standard-gauge, steam railroad, located in northeastern Minnesota. The operated road forms a continuous route from Duluth to Ranier, aggregating 169.001 miles.

The owned railroad consists of a main line extending northerly from West Duluth to a point about 4 miles north of Virginia, with a belt line at Virginia. All right of way upon which this railroad property is constructed is leased from a lessor company, as hereinafter mentioned. The carrier owns 81.253 miles of road, all of which it uses.

Introductory[edit]

The carrier is a corporation of the State of Maine, having its corporate office at Augusta, Me., and its general administrative office at Toronto, Ontario. It is controlled by The Canadian Northern Railway Company, through ownership of a majority of its capital stock. On the other hand, the carrier controls, through ownership of the entire capital stock of each, the Duluth, Rainy Lake & Winnipeg and the Duluth, Winnipeg and Pacific Railroad, whose common-carrier properties it operates under arrangements described in the chapter on leased railway property. The property of the carrier has been operated by its own organization from the completion of its line, December 9, 1912, to date of valuation.

Corporate History[edit]

The carrier was incorporated March 19, 1909, under the general laws of the State of Maine, for the purpose of constructing and operating railways in the State of Minnesota and to lease or purchase lines of other companies. The date of organization of the carrier was March 19, 1909.

Development of Fixed Physical Property[edit]

The owned mileage of the carrier, extending from West Duluth to a point about 4 miles north of Virginia, Minn., a distance of 81.253 miles was all acquired by construction, which was completed in December, 1912. The right of way and station grounds are leased from the Duluth, Winnipeg and Pacific Railroad. The construction work was performed under contract by MacKenzie, Mann & Company, Limited, affiliated contractors.

Leased Railway Property[edit]

The carrier uses on date of valuation property owned by other companies to the extent indicated in the statement following. The description of the property, the period and terms of use, and the rentals accrued and charged to income for the year ending on date of valuation, are as follows:

Duluth, Rainy Lake & Winnipeg, entire property; term, indefinite under agreement dated Jan. 1, 1913, but not formally executed. Stipulated payment $100,000 annually, which is equal to interest on first-mortgage bonds of lessor. Taxes and maintenance expenses are paid by lessee. $100,000.00
Duluth, Winnipeg and Pacific Railroad, entire property, consisting of right of way and station grounds, upon which the railroad of the carrier is located. The terms of use and the rentals accrued, if any, were not obtained. ---

Chicago, Saint Paul, Minneapolis and Omaha Railway Company, tracks, 0.888 mile, and passenger and freight stations in Duluth, Minn.; term three years from Dec. 15, 1916. Stipulated annual payment, $9,000 plus 25 per cent of maintenance and operation expenses of passenger station; maintenance and operation expenses of freight house and docks on basis of tonnage handled; maintenance of tracks on basis of freight and passenger cars handled; minimum charge of $100 per month. Switching, freight, and passenger cars agreed charge per car. Carrier is allowed 25 per cent of the joint-facility revenue at passenger depot. 9,253.28
Northern Pacific Railway Company, tracks, 2.730 miles of main line tracks in Duluth, Minn., and tracks, 2.983 miles, in Superior, Wis.; term 21 years from July 15, 1912, stipulated annual payment, $20,000, plus proportion of expenses determined by usage, and 2 per cent per annum on the value of any additions and betterments made after Nov. 1, 1911, to the property used by this company. 27,176.83

The carrier uses certain equipment owned by The Canadian National Railways and The Minnesota and Manitoba Railroad Company. A description of the equipment so used is shown in the chapter on original cost to date. In addition, the carrier uses certain lands owned by The Duluth and Iron Range Rail Road Company in St. Louis County, Minn., also, tracks, 0.867 mile, in Superior, Wis., owned by the Lake Superior Terminal and Transfer Railway Company. Details with respect to the use of the above property were not obtained.
