The railroad of the Virginia and Southwestern Railway Company, herein called the Virginia and Southwestern, is a single-track, standard-gage, steam railroad, located in the States of Virginia and Tennessee. The owned mileage extends southwesterly from St. Charles, Va., to Mountain City, Tenn., and from Moccasin Gap, Va., to Bull's Gap, Tenn., with branches from Big Stone Gap to Linden Mines, Va., from Rexford to Buladeen, Tenn., and from Persia Junction to Rogersville, Tenn. The Virginia and Southwestern also operates exclusively, under lease, 13.931 miles between Rogersville and Bull's Gap, Tenn., owned by the Southern. The Virginia and Southwestern wholly owns and uses 268.783 miles of all tracks and uses but does not own 22.053 miles of all tracks. It also owns and uses an undivided half interest in 0.102 mile of yard tracks and sidings.

No rental charges, Louisville and Nashville Railroad Company pays such proportion of total expense of operation and maintenance as the number of tickets sold and number of freight tons handled for it bear to the number of tickets sold and freight tons handled.

Southern, trackage, 1 mile, and certain sidings at Bulls Gap, Tenn. Annual rental based on 50 per cent of 5 per cent interest on agreed valuation of $69,947.52. Expense of operation and maintenance divided equally between the Southern Railway Company and the Virginia and Southwestern.
Norfolk and Western Railway Company—
Trackage between Norton and Tom's Creek, Va., 12 miles. Annual rental based on 5 per cent of valuation of $332,000, apportioned together with expense of operation, maintenance, and taxes on a car-mileage basis.
Passenger station at Bristol, Va., annual rental based on 4 per cent of valuation of $11147.50, apportioned together with expense of operation and maintenance on basis of number of trains of each company handled.
Southern—
Terminal facilities at Bulls Gap, Tenn. Virginia and Southwestern pays 35 per cent of 5 per cent per annum on a valuation of $36,600 and 35 per cent of cost of operation and maintenance.
Water facilities at Bulls Gap, Tenn. Virginia and Southwestern pays 26 per cent of 5 per cent on a valuation of $30,000 and 35 per cent of cost of operation and maintenance.
