The Zanesville and Western Railway[edit]

Location and General Description of Property[edit]

The railroad of The Zanesville and Western Railway Company, herein called the Zanesville and Western, is a single-track, standard-gage, steam railroad, located in southeastern Ohio. The owned mileage consists of a main line extending easterly from Thurston via Fultonham and Muskingum to Cannelville; another main line extending from Fultonham in a southerly direction to Drakes; numerous mine spurs; and detached lines from Carrington to Shawnee, from East Columbus to Woodland Avenue in Columbus, the Green Run branch at Doty, and sidetracks between Glouster and Carrington. The company wholly owns 74.838 miles of main track and 39.398 miles of yard tracks and sidings, and jointly owns and uses with other carriers 0.099 undivided mile of yard tracks and sidings. It also jointly owns with another carrier but wholly uses 0.169 miles of yard tracks and sidings.

The Zanesville and Western uses its entire property with the exception of 2.434 miles of main line and 6.093 miles of yard tracks and sidings, comprising the line from East Columbus to Woodland Avenue in Columbus and the Green Run branch at Doty, which it leases for exclusive use to The Toledo and Ohio Central Railway Company. On the other hand, it leases for sole operation 11.114 miles of main line extending from Glouster to Carrington owned by The Kanawha & Michigan Railway Company, 0.775 mile of sidings between Glouster and Carrington owned by The Toledo and Ohio Central Railway Company, and 1.714 miles of main line and 1.754 miles of yard tracks and sidings between Muskingum and Spangler and in the Zanesville freight yard owned by The Zanesville Terminal Railroad Company. In addition the Zanesville and Western has trackage rights over 2.98 miles of the road of other carriers, part of which affords access to its leased terminals at Zanesville.

The Zanesville and Western is controlled by The Toledo and Ohio Central Railway Company, which in turn is controlled by The New York Central Railroad Company, and its lines form an important link in the last-named carrier's system in reaching the coal-mining region of southeastern Ohio.

The Zanesville and Western wholly owns and uses 105.709 miles of all tracks, jointly owns and uses with other carriers 0.099 undivided mile of all tracks, wholly owns but docs not use 8.527 miles of all tracks, wholly uses but does not own 15.357 miles of all tracks, and wholly uses but jointly owns 0.169 undivided mile of all tracks. These tracks, consisting of main tracks and yard tracks and sidings, are classified in the trackage table in Appendix 1.

Introductory[edit]

The Zanesville and Western is a corporation of the State of Ohio, having its principal office at Columbus, Ohio. It is controlled through ownership of its entire outstanding capital stock by The Toledo and Ohio Central Railway Company, which latter company is controlled by The New York Central Railroad Company. On the other hand the Zanesville and Western controls jointly with The Cleveland, Akron and Cincinnati Railway Company, The Zanesville Terminal Railroad Company through ownership of 50 per cent of the outstanding capital stock. The Cleveland, Akron and Cincinnati Railway Company is solely controlled by the Pennsylvania Company.

The property of this company has been operated by its own organization from date of acquirement until December 31, 1917. On January 1, 1918, its common-carrier property was taken over for operation by the United States Railroad Administration, which operates it on date of valuation.

Corporate History[edit]

The Zanesville and Western was incorporated October 17, 1902, under the general laws of Ohio. It succeeded in title to 47.18 per cent of the rolling stock, materials, and supplies and all that part of the railroad of The Columbus, Sandusky and Hocking Railroad Company, which had been sold at foreclosure sale and described as lying south and east of the Cleveland, Akron and Columbus Railroad Company crossing in or near the city of Columbus.

The remainder of the property of The Columbus, Sandusky and Hocking Railroad Company, which was sold at foreclosure sale, was deeded to The Toledo, Walhonding Valley and Ohio Railroad Company, a predecessor of the Toledo, Columbus and Ohio River Railroad Company, a controlled company of the Pennsylvania Company. The reports on the predecessors in ownership of the road purchased by the Zanesville and Western have been included in the report covering The Toledo, Columbus and Ohio River Railroad Company.

Development of Fixed Physical Property[edit]

The owned mileage of the Zanesville and Western amounting to 74.838 miles was acquired at foreclosure sale by purchase. The property was formerly owned by The Columbus, Sandusky and Hocking Railroad Company, which had been constructed by predecessors of that company as follows:

  • 1884-1890, Thurston to Drakes, Ohio, 53.53 miles.
  • 1887, Fultonham to Cannelville, Ohio, 15.70 miles.
  • 1889, Carrington to Shawnee, Ohio, 3.20 miles.
  • 1887, East Columbus to Columbus, Ohio, 2.40 miles.
  • Difference between total recorded mileage and mileage inventoried as of date of valuation, 0.008 miles.

Mileage inventoried as of date of valuation, 74.838 miles.

By deed dated October 16, 1902, the purchaser, Paul D. Cravath, conveyed 75.75 miles to the Zanesville and Western of which 0.92 mile was subsequently sold by the Zanesville and Western to the Toledo, Walhonding Valley & Ohio Railroad Company. The remainder, or the major part of the property, rights, and franchises of the former, The Columbus, Sandusky and Hocking Railroad Company was conveyed by Paul D. Cravath, purchaser, to The Toledo, Walhonding Valley & Ohio Railroad Company.

Leased Railway Property[edit]

The Zanesville and Western on December 31, 1917, used facilities owned by other companies and other companies used facilities owned by the Zanesville and Western to the extent indicated in the statement below. The property of the Zanesville and Western was taken over for operation by the United States Railroad Administration on January 1, 1918, and is so operated on date of valuation. The description of the property, the period and terms of use and the rentals accrued and charged or credited to income for the year ended on December 31, 1917, are as follows:

  • Solely owned, but jointly used, used with The Baltimore and Ohio Rail Road Company:
    • Tracks, 6.60 miles between Crooksville and Sayre, Ohio, for indefinite period. Rental 62 cents per train-mile. $889.86 rental.

      • Tracks, 1.424 miles, Muskingum to Spangler, Ohio. Term Apr. 27, 1917 to Jan. 1, 1926, and thereafter from year to year until terminated by one year's notice. Annual rental $2,988.54 equal to 5 per cent per annum on a valuation of $59,770.80 plus cost of maintenance and taxes. $2,988.54 rental.
      • Tracks, 0.29 mile between Market Street and connection with Zanesville Belt and Terminal Railway at Zanesville, Ohio. Period of lease not ascertained. Terms, annual rental $3,465.54 equal to 5 per cent per annum on a valuation of $69,310.75 plus maintenance, insurance and taxes. $3,465.54 rental.
    • The Toledo and Ohio Central Railway Company
      • Yard tracks, 0.775 mile between Glouster and Carrington, Ohio. Period of lease not ascertained. Rental for 0.555 mile at $350 per annum. $350.00 rental.
