Tone & edit quality

This article needs to be kept neutral in tone and encyclopedic in content. Listing accomplishments and quoting praise for the MSM is fine, so is pointing out known problems. There is much about the nature of ACW guerrilla and anti-guerrilla tactics and policy that is in dispute. The MSM was of course responsible for carrying out controversial policies against an enemy that was often operating outside established rules. Noting the controversies is fine. Writing a partisan account of each controversy is not. It is important to present both sides, but not to take a side within the article except where there is strong consensus. There are presently some problems with improper citation dispute tagging on the page by a new editor. The same editor is having problems with the WP:3RR. There is also a problem with verbatim copying of some material from another website in a few lines. (I had removed this from the other editor's changes inadvertently while cleaning up improper discussion in the article. I reinserted it, but now upon rechecking it am uncomfortable with the direct lifting of whole phrases by the other party. To avoid a three revert violation I will not edit it today.)
