It's important to understand that RAD targets public housing constructions in order to convert tax dollar funds originally marked for publichousing improvements to tax credits to benefit private investors with an eye to dismantling publich housing altogether.
RAD is a continuation of the HOPE VI program (1992) under Clinton and the LHITC (tax credit) program for program of 1986. It was pursued with a vengeance under Obama. RAD is going to be the final blow to public housing via privatization, which started with Section 8 tenant based vouchers in 1974 under Nixon.
