small business (Civ-Cont) short for “Civilian Contracting

Ok, a website that is a non profit “information” *its really more of a ask for information private or not* kind of website, a little shady and looking into the name I found some old Military outsourcing contracts for them in the Iraq War, they seemed to be paid to gather information covertly about Iraq insurgent intel.
