Jay B's photo from the fancon IS copyrighted, because the original photographer Sweet Attack hasn't released it under a CC-BY license when they published the photo on Twitter (see original tweet, there's no indication of the license, so the photo falls automatically under © - All rights reserved). Infact there's a copyright violation dispute on Commons.
Regarding the photo from Homecoming on Got7's page - yes, it's fantaken as well, but the difference with Jay B's is that there's a {{Permission received}} template on Got7's photo, which means that the original author who posted the photo on Twitter sent an e-mail to Commons granting their permission to use that specific work here.
