If you created this media entirely yourself but have previously published it elsewhere (especially online), please either

make a note permitting reuse under the CC-BY-SA or another acceptable free license (see this list) at the site of the original publication; or
Send an email from an address associated with the original publication to permissions-en@wikimedia.org, stating your ownership of the material and your intention to publish it under a free license. Unclear why he would be notable, anyone can self-publish a book and donate it to libraries.

Caught by an open proxy block but this host or IP is not an open proxy. My IP address is 192.168.100.230. I have been blocked “because it is believed to be an open or anonymizing proxy” a reason that I don't understand although I have tried to investigate what it consists of, but I have not been able to know what this cause consists of. Before I was also blocked on Wikipedia in Spanish, I requested unblocking and I am currently unblocked and can work on Wikipedia in Spanish.
