Declined versus Rejected[edit]
Wikipedia makes a distinction. "Declined" means the reviewer thinks there is potential for an article. "Rejected" means the reviewer decided there was no potential for the draft to be improved to the point of being accepted, and thus no more work should be done, not the draft worked on and resubmitted.
